S887 prohibits reporting medical information of children, including vaccination information, without the express, informed, and written consent of the child's parent or legal guardian. Part of a larger bill concerning the medical information of children.

S887 amends various parts of Title 26, regarding health and vital statistics, to state the following as summarized:

Section 4 b. No information shall be reported or shared with the Department of Health without first obtaining the express, informed, and written consent of the child's parent or legal guardian.

However, the bill does not prohibit reporting or sharing a child's information if a health care provider has reasonable cause to believe that a child has been abused. S887 amends various statues regarding registries for autism, lead screening, birth defects, hearing loss, severe neonatal jaundice, sudden cardiac events, and vaccines, so that no information is reported to the Department of Health without the full consent of the child's parent as outlined in the bill's Statement of Purpose.

NVIC SUPPORTS S887 because it will prohibit the Department of Health from using confidential medical information that could be used to exploit or punish children (or the child's parent) who does not wish to take a certain vaccine. NVIC is opposed to all involuntary assumed consent vaccine tracking. Vaccination records are private health information that should be kept between an individual (or a child's parent) and their health care provider, not a source of information for the government or entity to use for their own means especially to force or harass an individual (or their parent) into taking a vaccine they don't want or need. An improvement on this bill would be to prohibit all governmental agencies and entities from using confidential medical information for any adult or child and add penalties for entities that fail to adhere to this statute. NVIC does not take a position on parts of the bill not related to vaccination.
