SF 2196 (renumbered from SF 2003was introduced and approved by the Senate Education Committee on 2/1/2024. 

SF 2196 requires school communication recommending vaccines to include information on vaccine exemptions. It is required to be published on the internet websites and registration documentation for schools and child care centers. 

SF 2196 amends Iowa code section 139A.8, regarding the immunization of children, by adding new subsection (4) (c) which requires Information relating to vaccine exemptions to be included in public communication following any recommendation of an immunization by the Department of Health and Human Services. This information is also required to be communicated to a parent or legal guardian from a school, as well as published on the internet websites of the schools, and included in registration documents for all elementary schools, secondary schools, and licensed child care centers. 

NVIC SUPPORTS SF 2196 because many schools refuse to inform parents that each parent has a right to obtain vaccine exemptions for their child to enter or remain in school. Instead, some schools have resorted to bullying tactics that include lying to the parents on what exemption rights they do have regarding delaying or declining vaccination for their child. Parents that do not want to vaccinate but are not familiar with state exemption law may take an unnecessary risk with their child's health out of fear of removal or denial of schooling. NVIC is opposed to all vaccination mandates. Vaccines are pharmaceutical products that carry risks of injury and death and should not be a condition for school attendance.  Schools are not liable for a child who is vaccine injured due to their coercive measures. Requiring that a school must notify the parent that vaccine exemptions exist when the school is recommending vaccines empowers the parent to make health decisions in the best interest of their children without concern of loss of access to education.
