SB 1715 expands the state vaccine tracking system from a childhood only registry to include adults.

SB 1715 amends section 36-135, relating to the department of health services and the child immunization reporting system, summarized as follows:

SECTION 1. amends section 36-135 to read, "Child Immunization reporting system; requirements; access; confidentiality; immunity; violation; classification; definitions."

Subsection (A) removes the word "child" from the establishment of the "child immunization reporting system," expanding it to include all ages. 

Subsection (B) establishes requirements for health care professionals who provide immunizations to report the following information:

(B) (2) Clarifies "if the patient is a child, the child's name, address, social security number, if known and not confidential, gender, date of birth, and mother's maiden name."

(B) (3) Adds new language by expanding existing requirements in subsection (B) (2) to include adults written as follows: "If the patient is an adult, the patient's name, address, social security number, if not confidential, and date of birth."

(B) (3) is renumbered to (B) (4), requiring the health care professional administering the vaccine to report the type of vaccine administered and the date of administration. 

NVIC OPPOSES SB 1715 because it tracks the vaccination status of all individuals within the state without their consent and this information could be used to exploit or punish an individual who does not want to take a certain vaccine. NVIC is opposed to all involuntary assumed consent vaccine tracking. Vaccination records are private health information that should be kept between an individual and their health care provider, not a source of information for the government or entity to use for their own means. The information stored in vaccine tracking systems has been used to coerce or harass an individual into taking a vaccine they don't want or need. Every individual should be allowed to voluntarily opt-in to sharing their vaccine status but should never have their personal medical information taken without their consent so it can be weaponized against them.
