AB 428 and SB 428 allow minors 16 years old and older to consent to vaccines without parent’s knowledge or consent. It also allows same minor to consent to bill insurance. If the minor does not consent to billing a 3rd party, the minor shall be responsible for paying for the services, which the department shall bill to the minor.
