UPDATE: 3/12/2021 - HB 241 passed the Health and Human Services Committee, Now in Judiciary Committee and had 1st Reading on 3/2/2021 and SB 582 was referred to the Education Committee on 3/11/2021.

UPDATE: 2/26/2021 - SB 582 scheduled for a hearing in the Senate Judiciary Committee on 3/2/2021 at 1:30pm in 412 Knott Building. 

HB 241 was introduced to the House Health and Human Services Committee; Judiciary Committee; Education and Employment Committees on 1/22/2021.  This bill is sponsored by Rep. Grall. 

SB 582, the companion to HB 241, was introduced on 1/12/2021 and referred to the Referred to the Judiciary, Education and Rules committees. This bill was sponsored by Senator Rodrigues and Co-sponsored by Senator Baxley.

These bills would establish a Parents' Bill of Rights Act in Florida.  The legislative declaration, or purpose of this act states:

The Legislature finds that it is a fundamental right of parents to direct the upbringing, education, and care of their minor children. The Legislature further finds that important information relating to a minor child should not be withheld, either inadvertently or purposefully, from his or her parent, including information relating to the minor child's health, well-being, and education, while the minor child is in the custody of the school district. The Legislature further finds it is necessary to establish a consistent mechanism for parents to be notified of information relating to the health and well-being of their minor children. 

These bills also require school boards to develop and adopt a policy to promote parental involvement in the public school system, which includes in part: 

(f) Procedures for a parent to learn about parental rights and responsibilities under general law, including all of the following:

3. In accordance with s. 1002.20(3)(b), the right of a parent to exempt his or her minor child from immunizations.
