HB 4243 amends the Illinois Clinical Laboratory and Blood Bank Act to: 

require a blood bank to test or have tested donated blood for evidence of any COVID-19 vaccine and any other messenger ribonucleic acid (mRNA) vaccine components, including evidence of lipid nanoparticles and spike protein from a vaccine; 

require a blood donor to disclose during each blood donor screening process whether the blood donor has received a COVID-19 vaccine or any other mRNA vaccine during the donor's lifetime; 

require labeling of blood or blood components to include a designation if the blood or blood components tested positive for evidence of a COVID-19 vaccine or any other mRNA vaccine component or was drawn from a blood donor who disclosed the donor have received a COVID-19 vaccine or any other mRNA vaccine during the donor's lifetime; 

require opportunity for a person receiving a transfusion, or the authorized representative of the person, to refuse blood that has been labeled with the designation of evidence of a COVID-19 vaccine or any other mRNA vaccine component; and 

require the Department of Public Health to adopt rules to implement the changes made by the amendatory Act. 

NVIC SUPPORTS HB 4243 because it will help all individuals receiving blood products, including those with religious or conscientious beliefs, to make better informed decisions by requiring the testing, labeling, and disclosure to the recipient of donated blood that contains evidence of a COVID-19 vaccine or any other mRNA vaccine component.
