HB 303 and SB 334 permit contractors of a county or municipal animal control authority or a sheriff to administer rabies vaccines to dogs, cats, & ferrets in custody of animal control.
(b) Acting under the indirect supervision of a veterinarian, an employee, an agent, or a contractor of a county or municipal animal control authority or sheriff may vaccinate against rabies dogs, cats, and ferrets in the custody of an animal control authority or a sheriff that will be transferred, rescued, fostered, adopted, or reclaimed by the owner. The supervising veterinarian assumes responsibility for any person vaccinating animals at his or her direction or under his or her direct or indirect supervision. As used in this paragraph, the term "indirect supervision" means that the supervising veterinarian is required to be available for consultation through telecommunications but is not required to be physically present during such consultation.
Upon passage, effective July 1, 2024.
NVIC OPPOSES HB 303 and SB 334 because they could do more harm than good for these 3 following reasons:
1) These bills allow someone without veterinary training to give vaccines to pets and this could put someone's pet at risk.
2) These bills allow this same untrained person to vaccinate someone's pet with a rabies vaccine without the knowledge or consent of the owner.
3) These bills allow for the opportunity of over-vaccination of someone's pet and over-vaccination comes with an increased risk to the health and life of the pet.
People's pets sometimes get loose by accident. Animals should only be allowed to be vaccinated by medically trained professionals and only with the consent of the owner.
