The House bill, A6030C was amended on 5/18 and the Senate amended S6886 from its original text to match the final version of A6030C. The standing orders for vaccines are not in the amended versions, as of 5/30/2023.

UPDATE: 5/18/2023 - A6030B was amended and recommitted to the Assembly Health Committee on 5/12/2023 as A6030C. The 5/18/2023 amendment removed giving a COVID-19 vaccine as part of the standing hospital orders. As this was the only portion of the bill for which NVIC took a position, we are changing our position from OPPOSE to WATCH, in case there are additional amendments which concern us. This change prompted a title change from "Allows hospitals to create a standing order for COVID-19 vaccination for hospital patients," to "Allows hospitals to create a standing order for hospital patients, COVID vaccine part removed."

A6030 was introduced and referred to the Assembly Health Committee on 3/30/2023. It is sponsored by Assemblywoman Amy R. Paulin. It is a companion bill to
S6886, which was introduced and referred to the Senate Health Committee on 5/12/2023. It is sponsored by Senator J. Gustavo Rivera
These companion bills would allow hospitals to create standing orders for numerous procedures if the attending nurse determines the order is clinically appropriate for the hospital patient. Among these standing orders is the administration of the COVID-19 vaccine.
NVIC is opposed to A6030B and S6886 because standing orders are non patient specific orders and vaccination is not one-sized fits all. Vaccination by standing order should be removed from these bills. When people are in the hospital, they are typically sick or injured, and people should not be compromised when they receive a vaccine. NVIC does not take a position on the rest of the bill unrelated to vaccines.
If the bill passes, its provisions shall take effect immediately.
