Position: SUPPORT
Action Required: None
Status: Died, failed to have a hearing, session ended 6/25/2022

Legislation Details:

HB 2623 was introduced on 6/23/2022 and held in the House Rules Committee. This bill was sponsored by State Representative Blackman. The bill died since it failed to have a hearing before the legislative session ended on 6/25/2022.

HB 2623 prohibits discrimination based on vaccination status or the possession of an immunity passport. The bill adds these protections to where other forms of discrimination (such as discrimination based on race, religion, etc.) are already prohibited by law. This is a good bill which provides very broad protection from discrimination in this regard.

HB 2623 adds “VACCINATION STATUS, POSSESSION OF AN IMMUNITY PASSPORT” in any area of law that already prohibits discrimination between persons because of race, color, religion, sex, age, disability, familial status or national origin.

It defines:

"IMMUNITY PASSPORT" as a document, digital record or software application indicating that a person is immune to a disease, either through vaccination or infection and recovery; and

"VACCINATION STATUS" as any indication of whether a person has received one or more doses of a vaccine.

This prohibition of discrimination is applied to every person, places of public accommodation, employers, employment agencies, labor organizations, for the sale or rental of a dwelling, access to a neighborhood, or getting loans or financial assistance.
