UPDATE: 1/20/2025 - 

On the evening of his inauguration, President Trump signed an executive order removing the United States from the World Health Organization and ending all US funding and resources to the WHO!

 

The order states the Secretary of State will cease negotiations on the WHO Pandemic Agreement and the amendments to the International Health Regulations and any actions to effectuate such agreement and amendments will have no binding force on the United States.

 

It also states that any US Government personnel or contractors working in any capacity with the WHO are to be recalled and reassigned!

While this is an incredible executive action by our current President, it is not a substitute for states continuing to pass state laws like 2024 LA SB 133 and OK SB 426 that ensure their state is not under jurisdiction of the WHO regardless of who occupies the Oval Office. This withdrawal can be easily undone by the hand of a future President. Take action to protect your state!

Action Needed to Stop WHO Power Grab to Mandate Vaccines & Censor Free Speech

Dear NVIC Advocacy Team Members,

Please ask your two U.S. Senators to support S.444, known as the “No WHO Pandemic Preparedness Treaty Without Senate Approval Act. Scroll down to the “ACTION NEEDED NOW” section to take action right away.

NVIC issued a three-step action alert on April 11, 2024 in advance of a World Health Organization (WHO) vote scheduled in May on amendments to the International Health Regulations (IHR) to greatly expand its authority during pandemics. The WHO made it clear they want to be able to require vaccines, tracking, medical exams, and censor public speech about risky research, vaccines, lockdowns, and quarantines. NVIC opposes these amendments.

While the amendments were not adopted in May 2024, The World Health Assembly, on June 1, 2024, made “concrete commitments to completing negotiations on a global pandemic agreement within a year, at the latest, and possibly in 2024.” In other words, they are still pressing forward to control an international response to pandemics.

The current administration is alarmingly in solid support of amendments to the International Health Regulations where our nation would give up our sovereignty. S.444 is needed to ensure that this administration cannot act alone in committing the United States to follow any mandates from the WHO for pandemic responses.

S.444 clearly establishes that “any convention, agreement, or other international instrument on pandemic prevention, preparedness, and response reached by the World Health Assembly pursuant to the recommendations, report, or work of the International Negotiating Body established by the second special session of the World Health Assembly is deemed to be a treaty that is subject to the requirements of article II, section 2, clause 2 of the Constitution of the United States, which requires the advice and consent of the Senate, with two-thirds of Senators concurring.”

The clock is ticking. S.444 has not moved, but it has 48 cosponsors. We need to convert several more Senators to sign onto and support this bill so it passes and there is enough support to override a presidential veto.

The U.S. House of Representatives passed S.444’s companion, H.R.1425, on September 11, 2024 by a vote of 219 Yeas, 199 Nays, and 13 not voting. Congressman Thomas Massie’s House Amendment 1192, which was adopted by the House, adds sections 12-16 to the findings of the bill which states that treaties don’t override the Constitution and laws that seek to bind Americans in the United States must pass both the House and the Senate.  This amendment makes it clear that treaties, even if agreed to by the President and approved by the Senate as required by the constitution and codified in the bill, cannot create law that rules over the citizens of the United States. Only legislative action by both the House and the Senate can create law. Listen to Congressman Massie’s explanation here.

The Senate should roll Congressman Massie’s amendment into S.444 to make it clear that anything coming out of the WHO trying to mandate vaccines or implement other legal requirements cannot be done by treaty alone.

ACTION NEEDED NOW

1) Contact your two U.S. Senators and ask them to sign on as a cosponsor and support S.444 - the “No WHO Pandemic Preparedness Treaty Without Senate Approval Act”, and demand that all World Health Organization treaties be presented to the United States Senate, as required by the U.S. Constitution. Check if your Senators are co-sponsors here, and if they are, thank them for cosponsoring S.444. Also ask your two U.S. Senators to roll in Congressman Massie’s House Amendment 1192 on companion H.R. 1425 into S.444.

2) Contact both the Governor and Attorney General in your state and ask them to publicly affirm that your state will NOT comply with orders coming from the World Health Organization.

3) Contact your state Representative and Senator and ask them to file and pass a bill like enacted Louisiana SB 133 or  Oklahoma SB 426.

LA SB 133 protects state sovereignty from WHO public health orders implemented under any International Health Regulations or treaties. OK SB 426 prohibits the WHO, UN, or WEF from having jurisdiction in the state, prohibits anyone from compelling the state or its political subdivision to enforce requirements or mandates of the WHO, UN, and WEF, and prohibits any requirements or mandates issued by the WHO, UN, and WEF from being used as the basis for any requirements whatsoever including those for vaccines & data collection. It also prohibits the WHO, WEF, and UN from having any force or effect in the state.
