UPDATE: 6/26/2018 - HF 96/SF 143 failed to have any hearings and died. 

UPDATE: 4/8/2018 - HF 96/SF 143 have not moved in 2018.  The MN legislative session is scheduled to end on May 21, 2018.

UPDATE: 7/5/2017 - HF 96/SF 143 failed to move in the 2017 legislative session, however bills can carry over from odd to even years.  The MN legislature is scheduled to reconvene on February 20, 2018.  

HF 96 was introduced on 1/9/2017 and referred to the House Health and Human Services Committee.  This bill is sponsored by Reps. Freiberg, Uglem, Carlson, L., Kunesh-Podein, Halverson, Loeffler , Davnie, Slocum, Metsa, Schultz, Bernardy, Murphy, E. , Ward, Fischer and Liebling.  

SF 143 is the companion bill to HF 96 and was scheduled to be introduced on 1/17/2017 and referred to the Senate Committee on Health and Human Services Finance and Policy. This bill is sponsored by Senators Eaton, Marty, Hawj and Wiklund.

These bills would remove the current conscientious belief exemption in MN and replace it with a new personal belief exemption. The new law would require the use of a certificate of exemption developed by the commissioner of health, specification of which vaccines are being exempted and why, a statement from a physician who provides vaccines verifying the parent reviewed risks and benefits of the vaccines based on CDC information, acknowledgment by the parent that their child may be excluded from school during an outbreak of disease the child is not vaccinated for and this new certificate must be forwarded to the commissioner of health by the school or child care facility.
