UPDATE: 2/9/2017 - HB 147 passed committee on 2/9/2017.  There were also amendments to change the word epidemic to outbreak, change the title of the bill and change the word vaccination to immunization in the bill.

HB 147 was introduced on 1//5/17 and is sponsored by Rep. Addia Wuchner and Rep. Danny Bentley

This bill would enact a new law requiring college students to submit proof of vaccination, serologic immunity or disease history signed by a health care provider for Measles, Mumps, Rubella, Meningococcal disease and any other diseases required by the Cabinet for Health and Family Services. 

Exemptions would be allowed for students who are opposed to medical vaccination against disease, and who object by a written sworn statement to the vaccination based on religious grounds.

However, these exemptions would not apply in an epidemic.  The bill states on Page 2 lines 12 - 16:

In the event of an epidemic in a given area, the Cabinet for Health and Family Services may, by emergency administrative regulation, require the vaccination of all persons within the area of epidemic, against the disease responsible for the epidemic.

The Cabinet for Health and Family Services in consultation with the colleges shall enact administrative regulations to implement this new law. 

The new law would apply to students enrolling in or after the 2017-2018 academic school year at a public or private educational institution that offers a postsecondary degree and has a residential campus.
