HB 1288 was passed last year in Colorado.  The bill requires the Colorado Board of Health to implement the sections that were kept in the bill and passed into law. - final version of HB 1288

The following information comes from the Colorado Department of Public Health and Environment:

February 20, 2015

Dear Immunization Stakeholders,

As you are aware, Colorado requires all students to be immunized per the vaccine schedule established by Colorado Board of Health rule 6 CCR 1009-2, upon school entry. The purpose of the immunization requirements for school entry is to protect students, staff, and the visiting public against vaccine-preventable diseases within schools.

We are proposing amendments to this rule that encompass three objectives. For more detail, go to: The proposed amendments will:

Add rules regarding the immunization information and the contents of an on-line learning module to meet the requirements of House Bill 14-1288.

Add rules regarding the frequency of submitting statements of exemption forms to meet the requirements of House Bill 14-1288.

Update the rule language to meet current requirements by updating existing definitions, incorporating the 2015 Advisory Committee on Immunization Practices recommended schedule for required vaccines, updating obsolete statutory references, and deleting obsolete language.

The public rulemaking hearing will be held on Wednesday April 15, 2015 at the Colorado Department of Public Health and Environment. The meeting begins at 10:00am but the exact time for this hearing has yet to be determined. Agendas are typically posted one week prior to rulemaking here:

Along with the Colorado Board of Health, we encourage all interested persons to participate in the hearing by providing written data, views, or comments, or by providing oral testimony at the hearing. Testimony is limited to the subject matter and scope of the proposed amendments. At the discretion of the Chair, oral testimony at the hearing may be limited to three minutes or less depending on the number of persons wishing to comment. We anticipate the entire hearing will take no more than two hours.

Written testimony is due by 5:00 p.m., Thursday April 9th. Written testimony can be emailed to: (preferred method) or mailed to: Colorado Board of Health, Attn: Jamie L. Thornton, Program Assistant, Colorado Department of Public Health and Environment, 4300 Cherry Creek Drive South EDO-A5, Denver, CO 80246-1530.

Informal comments can be sent directly to Immunization Branch staff at: We will make every effort to address informal comments pertaining to the proposed rules, but please note that these comments will not become part of the official rulemaking record.
