Identifier: HB 883
Stance: OPPOSE
Action Required: None at this time
Status: Not moving

Description:

UPDATE: 6/3/2016 - HB 883 has not had any new activity since being referred to the Health Committee on April 6, 2015.  Bills in PA carry over from 2015 to 2016.  NVIC Advocacy will continue to watch for any movement on this bill.  The PA legislative session is scheduled to end on Nov. 30, 2016.

According to this news article by David Wenner published in Penn Live,

Diane McNaughton, spokeswoman for state Sen. Lloyd Smucker, R-Lancaster County, said Smucker had "no plans to run it within the next two months." She said a decision to hold a vote normally occurs when there is a groundswell of public support for the bill, and that hasn't occurred. "I don't think we have had anyone who has asked us to move it," she said.

State Rep. Matt Baker, R-Tioga County, the chair of the health committee, said in a brief email Monday he had no plans "at this time" to schedule a vote on the bill.

Sen. Daylin Leach (D., Montgomery) sponsor of the Senate version of the bill, said philosophical exemptions are driving down Pennsylvania's vaccination rates and exposing children unnecessarily to disease.

"I don't think we can afford that given public safety involved," said Leach. "You are [putting] potentially thousands at risk. I don't think someone should have the freedom to not participate in protecting public health."

Rep. Corbin was quoted, "I worked to combat the spread of disease, and nothing has been more effective in doing so than vaccinating children," she said Friday. "It saves millions of lives worldwide each year. There can be no philosophical objection to that."
