UPDATE: 6/6/2016 - SB 407 did not have any activity after being introduced in 2015.  However, bills in PA carry over from odd to even years and the legislative session is scheduled to end on Nov. 30, 2016.

Dear Pennsylvania NVIC Advocacy Team Members,

Thank you for all the work you have done and continue to do by contacting your legislators regarding the elimination of the philosophical exemption to vaccines. Your visits, calls and letters ARE making a difference! 

On February 4, 2015, Pennsylvania Senator Robert Tomlinson, introduced Senate Bill 407, which was co-sponsored and referred to the Senate Public Health and Welfare Committee.

This bill promotes ANNUAL flu shots for all children 6 months to 18 years and investigates the establishment of school vaccination clinics.

We formally oppose this bill which proposes to expand influenza vaccine outreach and examine the use of schools and alternative venues to administer influenza vaccine. 

Why we are opposed

  • The flu shot is the most compensated vaccine in the National Vaccine Injury Compensation Program[1](VICP).

  • According to the CDC, the 2014-15 flu shot was only approximately 19% effective[2].

  • Multi-dose influenza vaccines contain thimerosal, a mercury derivative and known neurotoxin. [3][4]

  • The flu shot is no more effective at preventing the flu in children under two than a placebo[5].

  • Studies suggest that annual flu shots interfere with healthy immune responses and make children more likely to get influenza.[6][7][8]

  • Flu shots are invasive medical procedures and can induce a range of symptoms including Guillain-Barre Syndrome and anaphylactic reactions.[9]

  • School administered flu shots could breach parental consent for vaccination. 

  • Students would not know if they are medically contraindicated for vaccines.

  • There is a conflict of interest in vaccine policy making.  The ACIP is known for ties to the pharmaceutical industry[10].

  • Reliable evidence on influenza vaccines is thin and there is plenty of reason to suspect that there may be a manipulation of conclusions when the studies are funded by drug companies[11].

Contact your own Senator and ask them to oppose this legislation.  Ask to meet with them or call them today.  Let them know that this issue that personally impacts your family, especially since legislation has been introduced to eliminate the philosophical exemption.  Call or write letters if a personal visit is not possible.
