UPDATE 2/15/2017: HB 97 was referred to the House Committee on Public Health on 2/14/2017.
HB 97 was introduced on 11/14/2016 and is sponsored by Rep. Sarah Davis. This bill would allow children on their own without the knowledge or consent of their parent to obtain a vaccination for cancer prevention if the vaccine is recommended for cancer prevention by the CDC or if it is approved for cancer treatment by the FDA.
The CDC considers HPV Vaccine to be cancer prevention, so if this bill passes it means that children could consent to HPV Vaccine or any other vaccine that could be classified as a cancer prevention vaccine without parental consent. http://www.cdc.gov/vaccines/who/teens/infographic/hpv-cancer-prevention.html
